Operation of the R.I.S.K. Radio Immobilizer 

  

Car alarm Radio Immobilizer System key (R.I.S.K) project

When designing the car alarm Radio Immobilizer System Key (R.I.S.K.) it became necessary to build into the (R.I.S.K.) immobilizer several safeguards, which satisfy both the owner/driver of the motor vehicle and the effective police operation of the (R.I.S.K.) immobilizer in the emergency situation.

The (R.I.S.K.) car alarm radio immobilizer system key needed to be an effective control method for the pursuing police vehicle, and yet the normal lawful use of the motor vehicle had to have the ability to disable the (R.I.S.K.) radio immobilizer system key, to satisfy the privacy and independence of the owner driver.

OPERATION of the car alarm RADIO IMMOBILIZER

To enable effective control of the (R.I.S.K.) immobilizer the following operating procedures are being suggested as a standard. 

1:    If the motor vehicle is started incorrectly without a ignition key and/or the normal immobilizer is disabled or bypassed the (R.I.S.K.) immobilizer defaults to the enabled condition, allowing the police in the pursuing motor vehicle to control and stop the offending motor vehicle by transmitting a special code number and the motor vehicle registration number, chassis number VIN or engine number without the need of any additional pin numbers.

2:    If the vehicle is started correctly with the ignition key and the immobilizer is effectively disabled, the (R.I.S.K.) car alarm immobilizer defaults to a disabled condition thus preventing the vehicle from being immobilized by a pursuing police vehicle, unless the pin number of the (R.I.S.K.) car alarm immobilizer is transmitted with the special code number first. 

3:    If the (R.I.S.K.) car alarm immobilizer is in the disabled condition, a pin number may be transmitted to the (R.I.S.K.) car alarm immobilizer, which would then re-enable the (R.I.S.K.) car alarm immobilizer allowing the pursuing police to then stop the vehicle normally. This pin number allows the (R.I.S.K.) car alarm immobilizer to ignore and override the normal operating signals from the vehicle. 

The pin number for the vehicle (R.I.S.K.) car alarm immobilizer can be given to the police at any time by the owner, this allows the police to override any disabling of the (R.I.S.K.) immobilizer.

If the owner/driver of a motor vehicle releases his motor vehicle under threat with its keys, lets say at knife point in a car park, the motor vehicle will be driven with the (R.I.S.K.) car alarm immobilizer in a disabled condition and it would be necessary for the owner to supply the pin number for the motor vehicle (R.I.S.K.) immobilizer when reporting the vehicle stolen to the police authorities.  

It would be possible for the pin number for any (R.I.S.K.) car alarm immobilizer to be changed at anytime by the owner at any authorized (R.I.S.K.) immobilizer agent thus allowing a new replacement pin number after the vehicle is returned by police, after reporting the old pin to the police authorities for a stolen or unlawful use of a motor vehicle.

 

  

The (R.I.S.K.) car alarm immobilizer can be controlled by any police vehicle fitted out with a (R.I.S.K.) car alarm controller, which is a computer which transmits via a radio transmitter a serial digital signal which contains a function code and either vehicle registration / chassis VIN or engine number.

The signal from the police vehicle is transmitted to all vehicles within the proximity of half a kilometer range of the police vehicle, but only the (R.I.S.K.) immobilizer that receives the valid registration number etc. will respond to the special function code, which has been sent. The special function code may contain any one of the following sequences of events to occur.

1:    Flashing of the offending motor vehicles warning lights. (Visual confirming the motor vehicle can be controlled). 

2:   Disabling of the offending motor vehicles engine.

3:    Enabling of the offending motor vehicles engine and (resetting of the (R.I.S.K.) immobilizer).

If the pin number of the (R.I.S.K.) immobilizer is known by the police the pin number must be sent first only if necessary (and only if the vehicle has been started legally). 

Only the police Road Traffic Authorities (RTA) will have the necessary controller units to control the (R.I.S.K.) car alarm immobilizer, private owner controller devices will not be allowed at any time, this is necessary to maintain safety and security of the system.

PUBLIC CONCERNS

Considerable caution has been expressed by the public sector in allowing the police authorities free control of the (R.I.S.K.) car alarm immobilizer during normal legal use of a vehicle, and because of this the added use of a (R.I.S.K.) immobilizer pin number known only to the owner has been included in the system, this allows the owner to release control of the motor vehicle to the police authorities at his/her own discretion. 

FINANCIAL SAVINGS

The use of a (R.I.S.K.) car alarm immobilizer or similar car security system would greatly increase safety for the police and other road users, with obvious savings to insurance companies as it minimizes the risk of severe damage to the vehicles involved. Insurance companies could offer discounts to owners who have the (R.I.S.K) devices fitted as they did when the normal immobilizer were first fitted to motor vehicles in theF past, and this would help to offset the initial cost of the (R.I.S.K.) immobilizer which is expected to be installed for less than $180.oo per motor vehicle.

REQUIREMENTS for effective CONTROL of the R.I.S.K system

1:    A national operating frequency allocated only for (R.I.S.K.) car alarm immobilizer devices. 

2:    A national operating coding system allowing all (R.I.S.K.) car alarm immobilizer motor vehicles to be controlled anywhere within Australia.

3:    Laws established, governing the control and use, of the (R.I.S.K.) immobilizer, both by the police departments and general public.
