Hi Angela
For every 'Constant' that is required in physics there is a reason for it. When the reason for it is unknown it is given the discoverers name (ie. Plank) and the numeric value is then called a 'Constant'.

A 'Constant' is generally due to a constant condition that exists within the local environment around our planets atoms. I personally would not assume that it is universal constant (that is the same everywhere within the cosmos).

Normally our reference books use the Earth as a stationary reference platform, ie. the atomic positive nucleus is referred to as being stationary.

This stationary view is both false and very misleading and probably stems from those days of Galileo when most people assumed the earth was the center of the universe and poor old Gallileo paid the price of house arrest for saying that things were different.

Our atomic theory which is taught today is over 100 years old and does not include any external galactic or solar motion for the internal atomic structure.

For this reason 'Constants' have to be included within atomic theory.
The emmitted atomic wavelengths (frequency) need to be adjusted to include the atoms motion within the cosmos.
